Not with. I thought both sets of platforms were above each other for lack
of lateral space, something that is in shorter supply at Gloucester Road
if anything.

There's a formerly four platform District Line station above it, so I
can't see why there would be. South Kensington only has them on
separate levels to provide cross platform interchange with the Deep
Level District.

You recall incorrectly. The Picc at Gloucester Road has an island platform.
I dare say the lifts at South Kensington stopped twice in the days before
they built the escalators.

And, I suspect, to make it easier to follow the pattern of narrow streets
between there and Brompton Road, which requires two tight 20-mph S-bends.
