How do "community" buses work from a users' point of view?
I see a small bus running around with the words "Community Transport"
on the side. What does this bus actually and how can it be used by
members of the public?

Without knowing the location and the name of the company, it's difficult
to say.

There are two types of "Community Transport" operation. One is purely
a local authority run organisation, which may provide social services
transport, dial-a-ride services and possibly scheduled services. The
latter are available for all to use, while the others are only
available for certain classes of passenger.
The other is a Community Bus, operating under Section 22 and manned by
volunteers. Usually they will be operating scheduled services
available to all passengers. They may also operate private hires
and/or excursions under section 19, and again are available to anyone
who wishes to make use of them. See
