Who looks after the bus stop flags?   
Just a quickie - Who has the legal responsibility to provide and look
after bus stop flags, particularly where you have two-tier local
government (district and county)?

Depends. Here in the West Midlands, the bus stops and shelters are 
maintained by Centro, which is effectively what was the WMPTA.
