Quite the reverse. The experts from the railways were ignored and
even prevented from going to meetings. The financial "experts" knew
far better about the thrusting new wonder world of private railways,
or so they claimed.

As has been clear for along time the financial "experts" were
talking out of their backsides. ROSCOs are a good example.
