Was anyone else shocked to read that, "For 3G network coverage there is
still a noticeable
difference between city and countryside, with some parts of (each of)
Scotland,
Wales and Northern Ireland, and some regions of England, having poorer
coverage
than the UK average."

When Ken Clark was education secretary he was shocked that some schools
perform worse than average.  Seems nobody teaches these people what
average means...

Ah, yes. All schools must achieve at least average grades. Some schools
may be able to achieve higher grades. Yes. Quite.
