You shouldn't read the Daily Mail. There is a specific offence for this - with a penalty of ~2 years. Causing death by careless driving will also get up to 5 years. After a few district nurses have been convicted up for answering calls from their patients and a few old dears locked up for pulling out in front of motor bikes, common sense will probably kick back in.
