Three usb modem speeds   
The speed/ transfer rate of my mobile broadband modem fluctuates
wildly, any ideas why?
Is it anything to do with signal strength?

That is the nature of mobile networks. Voice traffic has priority, so if 
people start making lots of calls your throughput will drop.

Not really, more to do with capacity.
