Probably a dumb ISDN question   
If an outgoing call on an ISDN30e is prefixed '141', but is rejected (ie 
doesn't go out of the network), is there any other network code which can be 
used?

What do you mean, rejected?

1470 - will send your CLI if you currently have it withheld by default
1280 - will route calls over your line rental provider's default WLR 
service

14701280 will combine the two above.

141 should only be rejected if you call someone with ACR...(or your PBX 
is set up to block it)

Probably a daft question but; did you still remember to put the '9' (or 
whatever you need to dial for a line) before the '141'?

Alterativley, it is posible for the use of 141/1470 to be blocked 
permanently on BT Exchanges if requested by the end user.
