AFAIK, there is still a legal requirement on any telephone
operator in Germany, landline, mobile, voip, to provide free
calls to any 0800 number.
I certainly get free 0800 calls on my German PAYG o2 mobile.

AFAIK most Spanish networks do too
Dutch used to
With no effective Gov control, it's simply greed on the part of the UK
mobile networks
Especially when they won't even include 0800 from inc mins.

I have not tried 0800 with my Swiss, Belgian, Dutch or Czech
PAYG mobiles - I think I have done it in Austria, but not
100% certain...
