The question is raised: why weren't these people arrested by BTP for
taking pictures?

Well, two reasons. 
1. as a professional shoot, they no doubt had the relevant permissions.
2. rail staff and police alike are far too sensible to bother anyone at
Crewe who isn't in the act of bothering someone else.

More importantly, who thought a busy station platform would be a sensible 
location to have people staggering around with bags/cases over their heads?

I suppose that they got permission to carry out the performance. And I
also suppose the BBC got permission to film the performance and use
for commercial purposes.

Missed the point: the video showed some Normals taking pictures of the
head cases. The Normals should have been abused in the same manner as
trainspotters.
