I saw this train around 11.15 from an XC service as it was stopped in
a loop in Gloucester.

Possibly passengers on the Voyager drank some of the TEA from the last 
tank and thus made it less stable than when completely full?  :-)

"The train involved is a non-passenger train and there are no
customers involved".  I would have thought that EWS's customers would
be quite heavily involved at some level...
