I think we can read a lot of meaning into
"Well-known community campaigner Bernard Borman has already taken the
company to court, claiming drivers were breaking the law by blowing
the train whistle inappropriately."
The qualifications to be a "community campaigner" are, I imagine, the
same as those needed to be a "community leader".

I suspect that "well-known local campaigner" is a euphemism for
"serial moaner".

Control of Pollution Act 1974 (Noise Nuisance) possibly (the reason
for tweaking the horns on some recent EMUs?), but having seen the
descriptions of the "campaigner" elsewhere then it could be anyone's
guess what offence he might have alleged.
