And it is by no means allowed at every junction. The default is that
it is allowed, but many junctions have signs saying "No right turn on
red" in black letters on a white background.
These signs are often dirty, poorly maintained, damaged or (more
rarely) missing altogether. So you have to look very carefully before
turning right if you don't know the junction. Even if the sign is
missing, the "No right turn on red" still applies, as I found to my
cost in Houston, TX. I took the traffic cop to the junction and
pointed out the lack of sign, but still got booked. Fined $60.
