I see people sitting the FL will soon be allowed to use the internet during 
the "exam" ....... you couldn't make it up .....

Well of course...  Im told it's still possible to fail the FL exam, if
the candidate turns up at the wrong place, on the wrong night  ;-)

I've got nothing against FL holders. Spoke to one yesterday and he was
certainly on the ball, a wealth of knowledge in fact.

I was little disappointed that he was stronger with the ZL station
than me, but to be fair I was only running 5 watts.

Against all advice the German Amateur Radio Club has started to negotiate 
with the legal authorities to introduce a new beginners licence class "by 
the vote of the vast majority of their members". The truth however is, the 
vast majority does not like the idea and hasn't even been asked - even the 
licencing authority does not see any good reason for it. In fact, the club 
is losing a significant number of members a year and thumbing down obviously 
has become their new strategy for rebalancing the budget. What a pity!

When I sat my last 17th IEE regs it was all done via the internet. It 
was still invigilated the same as a conventional exam and had to be done 
from a college.

A couple of weeks ago, I happened to be snooping around on 27MHz, when I 
came across a couple of local CBers B-ing and F-ing at every other word.

One of them ('A') was telling the other ('B') that he had just passed 
the FL, and had got 95%. In fact, all in his group had passed - every 
one of them.

'B' obviously knew absolutely nothing about amateur radio, and the 
conversation continued with 'A' relating what he had studied for the 
exam, and what he would be able to do once he had received his FL 
licence.

However, as I listened, it became very obvious that 'A' hardly had clue 
about even the most basic of technicalities, and had absolutely no idea 
about the licence regulations. He couldn't even tell 'B' any of the 
frequencies he would be able to operate on.

I'm sure that 'A' was not typical of those who are - or will be - FL 
holders, but I do wonder how he managed to get such a high pass mark in 
the exam.

Slight difference to doing an on-line exam (across a closed VPN) and
doing the exam with access to the internet i.e. "Open Book". I rather
feel this could be the latter. Could be wrong though, but I doubt the
RSGB has the where-with-all to set up an on-line examination - that'd
mean paying someone like Prometric to run it, and I don't think
Prometric are in the charity business.

Have you got any evidence (URL's) saying that the FL exam is going
"Open Book" ?

Must be one of Brian's hairbrained schemes to get the lowest common
denomiator into the hobby. Well at least they'll be able to read and
operate a computer which even the odd G8 doesn't seem to be able to
master ;-)

That's the test, if they can use the internet, then they have a IQ above 50 
and qualify
