If he has permission of the EA licensing authority, then he is OK. Some 
licensing authorities will allow reciprocal operating or issue a local 
licence to M3s.

If he hasn't obtained permission, he is probably breaching the EA rules 
(which I don't know). I've not heard of it happening in EA land but I know a 
(former) M3 who obtained permission to operate in Germany and another who 
got a temp reciprocal  licence. in Barbados on the strength of his M3 call 
and 2E pass slip.

Interestingly, they weren't breaching UK rules.

The CEPT rules "automatically permit" reciprocal operating for the CEPT 
recognised licences. They do not prevent local licensing authorities from 
recognising other licences.
