24dBW, or 250W?  In Italy, how does that work then?  :)

Hi Walt,

the way they have published the news is incorrect. The power limit of 24 dBW 
(250W) applies to the actual transmitter RF output power, not to the radiated 
power (EIRP).  That is just half the power limit that we have on all other bands 
(that is 500 W).

I have not a clear understanding on whether all countries have now complied with 
the applicable ITU directive. If so, it would be time to adjust the 40-meter 
band plan and give a little more room to CW, which is now squeezed in no more 
than 30 kHz.

Nino will never be silenced by the authorities as there is no legal ground for 
this to occur.

If you wish that Nino stops plaguing the bands there is only one way to achieve 
that goal, that is to just ignore him rather than insulting him. He likes to be 
at the centre of the general attention and, after realizing that nobody cares 
about him, he would surely quit doing what it does.

Do Italian Amateur Radio regulations not include a clause about causing 
deliberate interference?  That is exactly what Nino does so surely they 
can silence him on that due to the multiple (hundreds?) of violations he 
has committed?

I do the former, I don't do the latter - it's just that I have not 
heard him for a week or two.

I am not defending Nino at all, however I fear that what he does may not be 
legally called deliberate interference. He occupies a frequency that amateurs 
commonly use for DX activity. So probably, on legal grounds, he may hardly be 
accused.

The only way to defeat him would be to give him no importance.

He comes onto, and starts operating on, a frequency that is _already_ 
_being_ _used_ by others (DXpeditions etc).  _That_ is deliberate 
interference and in clear breach of the regulations.

I fear thet he clever enough to occupy 14.195 MHz before the DX has arrived, but 
one cannot exclude that, in some cases, he starts talking on top of a DX.
