Why keep shtum?

While we're at it:
- diplomatic recognition for Somaliland
- enforce the fishing limits so the poor buggers have some fish left
to catch, instead of them all being hoovered up by everybody else's
fleets
- err, that's it, for now

Stop egging the Somalians on to kill each other (or the neighbours to save
