I think that: Making donation 'opt-out' rather than 'opt-in' makes sense.
Because: In other countries, it boosts donation from around 25% to 75%, thereby saving lives. Those who don't want their organs used, e.g. for religious reasons, can still opt out. The problem is most people are too lazy or ill-informed to actively switch from the default policy.
