Rules about Housing Benefit (single persons under 25 classed as "severally disabled") (anthonyberet?)   
I have a question about single people under 25 classed as "severally 
disabled" and receiving the rent for a one bedroom property as opposed 
to a shared rent.

Am I right in thinking that the exception only applies in the following 
situation:

Under 25 (naturally!)

Receiving the middle or higher rate of DLA (or Attendance Allowance, 
which won't apply to anyone under 25 anyway)

Living alone

and for which no-one receives Carers Allowance

which makes it the same as someone qualifying for the Severe Disability 
Premium included in their assessment?

And (this is most important - if this can be confirmed) Severe 
Disability is dependent upon the benefit received and not what is wrong 
with the person - ie "severe disability" doesn't mean missing a leg, 
having epilepsy etc but rather the receipt of a benefit (DLA at the 
middle or higher rate)?
