Really?
Or is that just what you'd like people to think?

I daresay there are internal promotion boards. But that does reduce
the staff at the grades below.
Which means sometime they have to recruit externally.

The top line can be done in just a few years. But requires getting
onto the fastrack.
Very hard, with fierce competition - but start at HEO grade and within
5 years are in upper management. UG7 was the fastrack level it pushed
to a few years back - about £45K a year and in charge of hundreds of
staff.
But of course there are higher grades.

The one person I've known to do that had to work hard for it - usual
working day 6 days a week was 7am to 10pm.
