Social Fund and HB?   
Do social fund loan repayments count as a reduction in income, and 
thus increase a person's housing benefit while the loan is being 
repaid?

My local council works works out HB on the rate you should be getting.
Not the rate you're in receipt of 'cos of any deductions.
Not sure if this nationwide though.

No the gross rate of benefit is used other wise the LA would be
repaying some/all of your debt which would defeat the object of a loan
from the state.
The same applies ito other means tested benefits such as IS when
taking into account benefits reduced to repay a previous overpayment.

No, I am afraid not.
Loans can be treated as capital too, causing a double-whammy.
A social fund loan wont be enough to affect the claim as capital though, 
quite apart from the fact that it will be spent quickly.
