conservation area - declaration of councillor interests?   
If a parish council had been working to get their village green covered by a 
conservation area, which would allow residents within that area to receive 
financial assitance to maintain their properties. Should those councillors 
owning homes within that area have declared interests before the topic was 
discussed in their meetings?

I should also point out that the Parish Council concerned allocated £40K of 
Parish money to the project over a 4 year period and have conducted surveys 
etc with Parish money.
