Advice please -   
We have a problem with a local government employee, lets call him/her SG.
SG is a bullying, intimidating manager and is bulldozing over everybody without even the slightest hint 
or concern for their businesses.

At xmas SG created a problem for local traders, and ten or more of them lost £1,000's of pounds 
because of her actions.  One person (lets call him/her BA) went to the newspapers and an article 
appeared in the local rag, this created HUGE problems for BA, who was threatened with having his/her 
licence removed (BA needs one to trade, and SB can revoke it) if BA did the same again. 

SB has told BA that he/she MUST sign a statement to the effect that he/she will not talk to the 
newspapers again.  In my eyes this is blackmail, bullying, intimidation and an infringement of BA's 
human rights (freedom of expression).

SB is also moving families who have traded in the same place for over 60 years to a different location 
and moving someone else in place.  Obviously the families are very upset, and dont want to move 
(would you want to move on the whim of some little hitler, after spending 60 years building up a 
business?), and have said as much.  They are simply told, you will do as i say or i will revoke your 
licence.

If a representative tries to confront SB, he/she locks the office door and pretends to be out, or on one 
occasion would only talk to the rep through a locked door.  Telephone calls are of a similar pattern, if 
the rep calls SB the rep gets an answering machine, yet on more than one occasion the rep has stood 
next to another council employee who has called SB seconds later, and that call is answered.

We also suspect that SB is accepting illegal cash payments for favours given to two local 
businessmen.

We would like to complain about SB to someone, but who ?, we have absolutley no idea where to 
start, and KNOW for sure that if he/she discovers who has complained then that business will have 
the licence revoked with immediate effect.  Is there any way we can complain (at least initially) about 
SB without risking our livelehoods ?.  Is there some sort of inspector who can investigate local 
government officials ?.
