Council Tax 6 Months   
In Scotland, Council Tax is charged yearly, usually starting at every
Tax Year in April. Occupants are billed for that property they live in.
If they move to another property, they have to pay the outstanding
Council Tax for the new property.

Now, talking about England. Am wondering what if someone moved into a
flat, they didn't like it and moved out? Some tenancy agreements can
have 1 or 2 week trial period. Other agreements have minimum 6 months
contract. So if you paid council tax for the whole year, and only lived
in the flat for less than 6 months, is that fair? I remember reading
somewhere on the Council Tax form that "you must pay if you are living
in a leasehold property for more than 6 months." (find quote please).
So does that mean if you live in property for less than 6 months and
move every 6 months, you don't pay council tax?
