Seems a little cruel since we don't actually know the circumstance.
Still the gap left between those gravel boards did not really look big
enough for an ankle of conventional dimensions!

I'm not quite sure what legitimate circumstances there could be where
a group of youths need to break through / up a concrete paneled
fence (that had presumably replaced the wooden one for similar
reasons) by throwing rocks at it and kicking it whilst filming it on a
mobile phone! ;-)
Maybe this was their unofficial rear entrance to a park and they
didn't want to have to walk all the way round to the main entrance to
do drugs and shank strangers?

It doesn't does it!
I showed the missus the clip and she thought it must be a setup as if
the kid had been injured "they wouldn't put it on the Internet would
they"? (bless her). ;-)

Me too, seen it a few weeks ago when someone linked to it in
uk.rec.cars.maintenance (or was it uk.legal ?) - it's even got its'
own link to the exact spot on Google Earth - somewhere in Essex
IIRC...

Well, there could be. If you need something smashing up then a
collection of teenagers is a fine way to get it done - win-win for both
sides. As for filming it - well, we did here:

I agree though that your implied explanation is more likely :-)

Great - but I wonder who they sued for injuries. A lawyer somewhere would
have taken on the case.

Well, there is that these days. :-(
I think we should fire all the lawyers into space (HHG stylee) and
take the safety labels off everything. ;-)

Apparently in our borough an ASBO is a valid proof of identity if you're
applying for a library ticket

That should be a fairly safe bet for library staff

Probably an acceptable qualification for university entry, these days.
