Pakistan is increasingly facing the difficulty of fighting an asymmetrical 
guerrilla war which has kept US and NATO forces bogged down in Afghanistan 
for years. When military force is brought to bear, the targets simply move 
their operations elsewhere, the conflict escalates, and tactics are adopted 
which make their attacks hard to predict, hard to stop. Often with the 
result that a country can become crippled with fear of what could happen and 
burdened with the huge cost of stopping attacks happening while trying to 
reassure a sceptical public that the military and government can protect 
them.
