<quotes>
Qari Hussain, one of the leaders of the Pakistani Taliban, has declared the
whole country to be a war zone.
His reported comments were made as two Pakistani soldiers, including a
brigadier, were killed when suspected Taliban gunmen attacked their vehicle
in a drive-by shooting in a suburb of Islamabad
Their killings provoked panic in the Pakistani capital where many shops
closed.
The killing of the two soldiers appeared to be a revenge attack for the
army's advance into South Waziristan, a stronghold of the Pakistani Taliban
and al-Qaeda.
The drive-by attack appeared to be a new tactic for the militants.

Pakistan is increasingly facing the difficulty of fighting an asymmetrical
guerrilla war which has kept US and NATO forces bogged down in Afghanistan
for years. When military force is brought to bear, the targets simply move
their operations elsewhere, the conflict escalates, and tactics are adopted
which make their attacks hard to predict, hard to stop. Often with the
result that a country can become crippled with fear of what could happen and
burdened with the huge cost of stopping attacks happening while trying to
reassure a sceptical public that the military and government can protect
them.
