Apparently the kids from the neighbouring city have been told by their
PCSOs that it's ok to have a bonfire over this side of the boundary.
That'll be because it shifts the problem off their beat! 

I asked the kids why they didn't have a bonfire on John Saxon open
space (in their town) and they said "the people there would ring the
police"
