Especially when you realise that a hydroelectric power scheme is a really 
good cover for digging under a mountain and having an outlet to the sea!  I 
wonder what else that could be used for ?

Outlet to the sea?  How's that.  It's at the southern end of Loch Ness,
some distance from any tidal water.

I think that anything would be noticed as it went through the locks on
the canal or by the traffic waiting at the two swing bridges over the
canal between Loch Ness and open sea.  If they went down the River Ness
then they would be to be very shallow to cope with the shallow water
there.

Underground bases with outlets to the sea have been known to harbour
submarines, in various countries.
