IMHO, it indicates either an organisation which has a global commercial
presence, or a bunch of ignorant f*ckwits.

Indeed, if the intention is to mislead the reader, then .com
("commercial") may be used.
I note that many official sites use "...gov.uk", for instance.
Personally, I use .org for personal/social stuff and .com and
.co.uk for business.
