His car license will have a provisional entitlement to ride a bike. The only
thing he needed was a CBT.

I'm not seeing L-plates.
If it's a 50, though, he'd have a full licence off the back of his car
test. No need for CBT, either.

It was noticed, but considered to be too obvious to mention. It probably is
a TG 'stunt' but the equestion of licencitude remains. Is he evil criminal
