Rusty seams   
I have a 1990 VW T25 campervan.   Generally the body is sound but rust
is starting to appear at the panel joins.   I have used Kilrust and
re-painted the areas but it comes through.   Is there a more permanent
solution?

Probably not, the rust is likely to have started in the seem and is 
working it's way out. :~(

Only permanent solution is to replace the panels. The seams of the T25(T3) 
is it's weak point unfortunatley.
