You don't think it's possible that someone could positively confirm if it 
is, or is not their car from a photograph?

No.

I got a couple of nice photos from TFL last week, black and white,
grainy as hell and enhanced to the point of being bleached out to make
the index plate machine readable (I suppose).

You can make out what *model* it was and that was it. The windscreen
was out of shot. 

AIUI authorities which do issue photographs also blank out the driver
and passenger's faces. for reason of Human Rights (privacy) Issues.

Yes , but that's *your* photos from once particular camera which doesn't 
rule out anyone being able to identify theirs or not.

Having seen quite a few I know that the pictures are usually plenty good 
enough to clearly identify any distinguishing features that may be present 
or missing on different cars of the same type.

Mine has a very distinctive extra badge on the tailgate that would be a dead 
giveaway if it was missing on a photo of a silver Octavia for example.
