HMC did exactly that to us regarding VAT. Raised an assessment for
£3.5k (a figure picked out of the air unrelated to anything) and sent
a bailiff round to pick it up, then said *we* have to explain it. Took
us 3 years to prove to them that what they thought was missing
turnover simply represented work in progress at the year end before we
got it back
