Ray has specifically said that he proceeded once the crossing was
clear.  I interpret that to mean that he started moving when there was
nobody crossing.

Nothing there about moving off only after the pedestrians had cleared the 
crossing, note especially the line, "It was they who started moaning when I 
moved forward as the queue ahead cleared". The indication is that Ray had to 
persuade people to allow him through
