Indeed. He also repealed the Road Fund and was opposed to its
introduction in the first place because, IIRC "from here it would be
but a short step to drivers asserting ownership of the roads their
taxes have paid for" - he was a small-l liberal at heart, I think.

Up to a point I would agree that Winston Churchill was in many ways
a liberal. However, in other ways he was not. Using poison gas in
Iraq because it was cheaper is one example of an illiberal streak.
