OK, so what's the nature of the warning exactly?
Visitors to France can no longer taunt dogs and small animals and
allow themselves to be bitten without concern?

I've lived in Normandy and traveled around France from Liege to Quimper
to Biaritz to Briançon and have never been worried about rabies.
On the other hand if you smoke you are in real danger.
