water pump electric problem

we've just bought an elddis shamal caravan (1982ish).  all seems ok
except with the 2 water pumps.  there's one in the toilet cubicle and
one by the sink.  As i understand it they will pump water from a
container into the sinks.  however when you press the switch nothing
happens.

I have checked the voltage on the switch terminals which is
registering around 12.5 - 13v - I can connect the pump directly to the
batter and it works but I make the switch connection and nothing
happens.  if it take the wires from the switch directly to the pump
nothing happens - even though they are showing 13v.  if i put the
multimeter in-line with the pump connected to the wires I get a
reading of 13v which must be passing through the pump but the pump
still doesn't work.  I just don't get it !!

Can anyone point me in the right direction - it's puzzling me !

240V is working ok and the 12V lights all work ok.

Probably a very poor / corroded connection somewhere or the switch contact 
which is breaking down under load. If your meter has the option to measure 
current, use that in series with one of the leads in stead of the volt 
option it will probably be showing zero.
