Interesting points. What about the position of the buyer, though? What
can make the buyer safe from the seller claiming no payment was
received? Is the only safe answer to buy with cash or by jointly going
to a branch of a bank to get the money paid?

I don't know if the situation has improved but the UK clearing system
used to show cheques paid in as funds in the account /before/ they had
cleared. The account holder would have no indication of whether the
cheque had cleared or not.
