There is legislation in place, which in general will lead to drivers
who break the law being caught and punished. Car drivers must have
insurance in case they injure a third party.

If a cyclists runs in to you, or if a cyclist rides through a red
light, or if a cyclist rides along the pavement, or if a cyclist
breaks any other law of the land, then they can ride off with impunity
- no-one knows who they are.

If a cyclist runs in to you or your property and causes damage - then
they may well not be insured and *you* will finish up out of pocket
because of their actions.

In a nutshell - cyclists need to be controlled more tightly than they
are now.

Many cyclists are proving the need for registration by their contempt for the Highway Code and laws.

The answer:
All cyclists over 16 to take compulsory test, have compulsory insurance, and be registered.
Registration number to be clearly vizible on the back of mandatory hi-viz vest.
Habitual law breakers' cycles confiscated and crushed.
(With thanks to KeithT for the idea)
