It depends o what tarriff system you go for , some are split tarriffs
some screw you for the first xx amount of units then the tarriff
plummets. the old economy 7 used to work like that

I doubt they would get away with 27p when most standard (non economy 7) 
rates are about 9p (inc 5%vat)

but the difference from the normal peak rate is only in fractions of a 
pence, not twice the price.

The law changed several years ago to say they could resell 
electricity, but *they could only charge what they* were being 
charged, i.e. not allowed any markup whatsoever.

It's a different scenario for a business property though.

We may infer that the OP is a domestic tenant - "other flats", "car 
washing" etc.
