TARIC Import Duty   
If we import items from non-EU countries, we are supposed to pay the
VAT and import duty.

However there is a page http://ec.europa.eu/taxation_customs/dds/tarhome_en.htm

which is about the TARIC import duty. Are we using the TARIC to
calculate duty we have to pay? It seems that some items like number
8517701190   does not fall into any duty liability. Or are we using a
different table instead of TARIC?
