Accounting for Refunds   
Can anyone recommend a computer accounting system that can handle refunds
both in a Sales Ledger and a Purchase Ledger?

What's wrong with QuickBooks and Sage?

Which versions of Sage had you in mind?
Quickbooks from my limited experience would be unsuited to the project that
I have in mind.

Sage 50. I know they have a special routine that posts unnecessary
entries in the bank account but if I had a refund, say for the
purchase ledger, I would post the money to Suspense and then post a
credit note to Suspense.

That is a laborious process for businesses that receive say rent and
deposits, deduct their commission (which is invoiced) and pay the balance
to the landlord. It simply is not practical.

I think for the type of business you are talking about you want a
specialised accounts package.
