Well looks terrible.
But I may tell you about the alternative.
In Ukraine governmental structures may begin to treat as a threat
actually any person, whom they do not like, and who may not respond them 
with a brutal force
(for example military force).

They may treat person as a threat because they want to get more from
your country to get more.

And what is very important Ukrainian governmental employs may not to explain
(is they do not suggest to do so) why they treat person as a threat.
