[Status] [ongoing] BT congestion

We are seeing a new type of congestion where lines look fine until
used, and then show high latency and low throughput.

It is hard to pin down where, but we can see it is not us or our LNS -
it is in BT somewhere.

We are trying to help BT pin this down, and we expect it could take
some time. Increasing bandwidth to individual exchanges does not seem
to be helping in this case.

We'll keep you posted, and we are doing all we can.[IMAGE]
