I don't see the link.

The committee can take a dubious objection ("the proponent didn't answer 
my 86th posting in the discussion") and use it as a lever to force a 
vote instead of allowing a fast-track.

To quote Isaac Asimov quoting Arthur C. Clarke: "So what?" [1].
