Wrong. Read it again. It makes it clear that it is configurable on a
per-site basis. 

For a very long time indeed it has been standard advice that news
server administrators put the following line in their moderators file:

  uk.*:%s@usenet.org.uk
    
(e.g. see http://www.usenet.org.uk/newsadmins.html question 8.)
Some news server software comes configured this way out of the box.

So yeah, you can use a non-usenet.org.uk address if you like, but then
the group will be read-only for a significant number of sites. Like
I said, it's only a requirement if you want the moderation of the
group to actually *work*.
