You're right, I got them the wrong way around - I shouldn't post that 
sort of thing while dividing my attention between it and eating my 
dinner!  It's many decades since I drove a vehicle without synchromesh. 
However, the main point remains:  I can't see any reason why double 
de-clutching should only be used when changing down.
