There are far too many people here who would vote against the removal of 
urc while urcm still existed, for such a proposal to succeed.

Are you talking about years, decades or centuries for this claimed natural
consequence?  uk.legal.moderated was created in April 2004 and uk.legal has
so far survived this natural consequence.  I believe an RFD for its removal
would be highly unlikely to succeed, but feel free to chance your arm and
prove that your claim is not as nonsensical as it may appear to some of us.
