What PVR?   
I am looking for something but I don't know what would best fit the bill!

My company are currently using a digital PVR for monitoring purposes and the 
guy at the control room end of it sometimes needs to "Time-Slip" the 
recording at certain points and go back to double check matters in the 
interests of security.

The PVR continues to record whilst he does his checks but the operators are 
finding the system we currently use are laborious and unpredictable. Whilst 
monitoring, if the operator sees an incident which is worthy of further 
scrutiny, he/she makes a note of the time, presses "Time Slip" and "pause". 
The current machine goes back anywhere between ten and twenty seconds from 
that point, then we have to "slow forward" or "slow reverse" to get to the 
noted time.

I have been nominated by my colleagues to ask around to try and find a 
solution.

Is there a machine available which has an "index button" or similar, which 
will allow us, by using a single button press (or as few button presses as 
possible), to immediately go back to a certain point of interest on the 
monitor whilst continuing to record? We don't mind needing to slow forward 
or reverse to the exact point from there should the operator not get the 
exact time.

Have I made any sense?

I don't know specifics about machines, but having done a fair bit of 
video editing and searching around for 'just the right place' on a clip, 
what you need is something with a jog/shuttle wheel...

This is a cylindrical control, like a tuning knob on a radio, but heavier 
and free spinning. You turn it faster to fast forward or slowly to step 
frame by frame, in both directions. Very intuitive and fast to operate.

I would suspect that you could get hard disk PCRs that had them, or that 
used the mouse scroll wheel to do something similar.

A quick search turned up this PVR (not PCR, that was my typo) as an 
example, but I have no idea about the quality of the device or the 
company (or the price...)

You are talking CCTV security kit, this is mainly a domestic PVR forum,
the type of hardware usually discussed here is totally unsuitable for the
requirements you will have.
