I just recently did a retune on my digital Terrestrial box, all the 
channel numbers for the bbc channels have moved to the 800s, are these 
channel numbers set by the bbc?

I have looked for an option to move these in my box settings but cant 
find any, so its my thought they are set in stone and I'm out of luck to 
move them.

you have one of the boxes with a design flaw  - it didnt matter until now.
because of that flaw, now that freeview has slightly changed the way that 
channels are broadcast your box has failed to work properly.
you can either put up with things as they are, or pick up a new box.
